ICT minimum standard for transportation companies BLT
CTE supports BLT Baselland Transport AG in meeting the ICT minimum standards recommended by the federal government - and thus demonstrably guaranteeing its duty of care towards authorities and stakeholders.
Mandate
BLT operates a 65 km long streetcar network in north-western Switzerland. New official guidelines contain recommendations for operators of critical infrastructures - i.e. facilities, systems and services whose failure would have serious consequences. This also includes transportation and transport companies.
In order to achieve the ICT minimum standard, BLT commissioned CTE with:
Analysis and advice for the BLT project team
Inspection of existing systems and section networks
Development of a sustainable concept for new projects
IT/OT security check
Achievement of the ICT minimum standard
Procedure
The current status of documentation and IT and OT systems was recorded in workshops and regular meetings. The approximately 108 questions of the ICT minimum standard were prioritized and applied to the respective sub-systems.
Structural analyses based on the BSI template were used to identify weaknesses and gaps. The results were presented on an ongoing basis and translated into specific work packages.

A prioritized implementation plan is available
BLT is therefore well prepared. The ICT minimum standards are still recommendations, but CTE assumes that they will soon become binding.
CTE recommendation
Operators of critical infrastructures should implement the 10-point plan and the structural analysis at an early stage. This allows central security guidelines to be established step by step and measures to be introduced in a targeted manner.
